Need help avoiding hangover? Less booze, more H2O (AP)

CHICAGO ? Attorney Colleen Gorman has a holiday ritual that doesn't involve buying presents or counting down to midnight: She goes online to look for new hangover remedies she hasn't tried.

She already has scratched off those big "prevention" pills, vitamins and chugging sports drinks, along with more quirky folk remedies including peanut butter sandwiches.

"My fiance says I should probably just drink less," said Gorman, 28, of Chicago.

Experts say that's good advice for everyone.

"The only way to prevent a hangover is to not get drunk," said Boston University researcher Jonathan Howland.

That might be too radical a remedy for many revelers, but it's the only one proven to work. Still, there are strategies that can soften the blow.

Topping the list? Don't drink on an empty stomach, said Sam Zakhari, director of the National Institute on Alcohol Abuse and Alcoholism's metabolism and health effects division. Food helps absorb alcohol and delay its toxic effects on the body.

Drinking plenty of water before, during and after also helps because alcohol can dehydrate the body.

Kim Khan teaches at the American Professionals Bartending School in Villa Park, Ill., and devotes a class to serving responsibly. That includes encouraging bar patrons to drink water. Khan, who also tends bar, says alternating drinks with glasses of water helps and is a method she uses "because I've been doing this way too long."

Some people think choosing clear alcohols is safer, because darker-colored drinks contain more compounds called congeners. That is based on an unproven theory that those compounds cause the body to make toxins that upset the stomach and cause other hangover symptoms, said Howland, a researcher in the emergency medicine department.

But no one really knows what causes hangovers, which makes preventing them a challenge, Howland said.

He's hoping to find a clue in his research into why some people don't get hangovers. About 1 in 4 drinkers never feel yucky after overindulging. In Howland's lab, that includes study subjects given normally "intoxicating" doses ? about six beers for men and five for women.

That may seem enviable, but Howland said those 25 percenters also may be more likely than the rest of us to become alcoholics.

Some experts think hangover symptoms are caused by toxins from methanol after the body breaks down the ethanol alcohol in booze. That's why some people swear by "the hair of the dog" ? more alcohol the next day. But Howland says if that helps, it only delays the inevitable.

The list of purported remedies for preventing or treating hangovers includes a witch's brew of products, including milk thistle, honey, bitters and soda, Pedialyte, cranberry juice and Tabasco sauce. None has been scientifically proven to work, Howland said.

Brian Chui, a 23-year-old Los Angeles publicist, says he's tried a lot of them, but so far, "nothing works that great for me." This year, Chui says he may try new anti-hangover pills combining aspirin and caffeine that his friends have been touting.

Zakhari, the government expert, said the product may or may not be harmful, but could give drinkers "a false sense that `I can drink as I wish because I have the cure.'"

Some people think popping a couple of Tylenol tablets after a night of drinking will help prevent hangover symptoms, but experts warn that can be dangerous. Both alcohol and acetaminophen, the active ingredient in Tylenol, are broken down in the liver, and taking them together can cause irreversible liver damage.

The risk of combining the two is small in a healthy person taking a recommended dose of Tylenol. But Zakhari says aspirin and ibuprofen are safer alternatives to treat hangover-related ills, and the best advice is to avoid Tylenol for a couple of days after drinking because even some healthy people may be vulnerable. Plus more than 600 over-the-counter medicines contain acetaminophen, so it's pretty easy to accidentally take too much.

Alcohol can irritate the stomach and aspirin and ibuprofen can cause stomach-bleeding, so they should be used with caution, a govermment publication on hangovers advises.

A study to be published in the February edition of the journal Drug Safety found that cases of liver damage linked with accidental overdoses of acetaminophen more than doubled between 2000 and 2007. The analysis of data from the American Association of Poison Control Centers found a rise in liver damage caused by acetaminophen alone, and in medicine combining it with opiate drugs, which includes the painkiller Vicodin.

The study lacked data on alcohol use, but it's likely some cases involved drinking, said study author Randall Bond, a medical toxicologist at Cincinnati Children's Hospital Medical Center. Most liver damage seen in the study was minor, he said.

Of course, routine, excessive use of alcohol alone can cause liver damage, so making hangovers a habit is not a good idea.

Time is really the only cure, Zakhari said. Because drinking alcohol can cause fitful sleep, getting extra sleep the next day can help. Zakhari advises calling in sick if it happens to be workday.

"I have seen some people go to work with a hangover and their output is somewhere between zero and 1," he said.

As for Zakhari, he's never even been drunk. He can't tolerate alcohol.

"If I drink more than one drink, I get nauseous and vomit," he said.

So to celebrate this year, he'll probably have a "casual glass of wine with dinner with friends and watch the ball drop."

Know the Signs of Alzheimer's (HealthDay)

WEDNESDAY, Dec. 28 (HealthDay News) -- Knowing the warning signs of Alzheimer's disease is important because it may lead to an early diagnosis, experts say.

According to the Alzheimer's Association, early diagnosis enables patients to:

  • Plan ahead for the future.
  • Potentially take part in a clinical drug trial.
  • Start treatments that may help maintain independence for a longer time and possibly improve symptoms.
  • Be involved in decisions about their care, living options, financial and legal matters.
  • Cultivate relationships with doctors and care partners.
  • Take advantage of care and support services that make it easier for patients and families to manage the disease.

Alzheimer's disease, a progressive brain disorder, is the most common type of dementia seen in the elderly. In a recent news release, the association listed the 10 warnings signs of Alzheimer's:

  • Memory loss that disrupts daily life. This includes forgetting recently learned information, forgetting important dates or events, repeatedly asking for the same information, and relying on memory aides or family members for things that used to be handled on one's own.
  • Challenges in planning or solving problems. For example, becoming unable to develop or follow a plan or work with numbers, having difficulty keeping track of monthly bills or following a recipe, difficulty concentrating, and taking much longer than normal to do things one has done before.
  • Difficulty completing familiar tasks at home, work or at leisure. This may include getting lost while driving in a familiar area or needing help using the microwave.
  • Confusion with time or place. People may forget where they are or how they got there.
  • Trouble understanding visual images and spatial relationships, such as judging distance.
  • New problems with spoken or written words. A typical example is calling things by the wrong name.
  • Misplacing things and losing the ability to retrace steps in order to find lost objects.
  • Declines in judgment or decision-making. For example, giving large amounts of money to telemarketers or paying less attention to grooming and keeping clean.
  • Withdrawal from work or social activities.
  • Changes in mood and personality. For example, becoming easily upset as well as confused, depressed, fearful, anxious or suspicious.

Detroit Complete Streets Coalition Makes City Streets Safer For Bikers, Pedestrians

It seems like a simple idea: Roadways should be safe for all users, whether they drive, ride public transit, bike or walk. But Detroit is the 12th-most dangerous metro area for pedestrians in the country, and the region has a long way to go.

In April 2010, Detroit received a federally-funded grant from the Michigan Department of Community Health to support efforts to pass "Complete Streets" policies, which dictate that pedestrians, bicyclists, motorists and transit riders of all ages and abilities must be able to safely move along and across a complete street.

The Detroit Complete Streets Coalition was born, bringing together an all-star team comprising many advocacy groups, including the Michigan Trails & Greenways Alliance, Department of Public Works, City Planning Commission, Detroit Department of Transportation, Detroit Police Department, Detroit Food & Fitness Collaborative, Wayne State University, City Connect Detroit, Michigan Trails and Greenways Alliance, Southeast Michigan Council of Governments, Transit Riders United and plenty of committed community members.

Its mission is to bring complete streets policies to life in Detroit, but its members won't be starting from scratch.

"It's the best city I've ridden a bike in," said Todd Scott, Detroit Greenways coordinator for the Michigan Trails & Greenway Alliance.

Citywide, changes are going into effect that are steadily making Detroit more accessible for walkers and cyclists. This year, the Southwest Detroit Greenway installed bike lanes and routes throughout the neighborhood.

The Southwest Detroit Greenway had been in the works for while, but had some fits and starts. The Greater Corktown Development Corp. had been supporting the project, until the group went defunct. A mix of funding from the Community Foundation for Southeast Michigan, Tour de Troit, and MDOT finally made the project a reality.

"Almost all the projects have occurred because there's a local champion who wants to see it happen," Scott explained. When complete, there will be 24 miles of new bike lanes and 11 miles of marked bike routes in the area.

Complete Streets has also been working to get an ordinance passed by the city that would affirm a commitment to pedestrian and bicycle safety. Currently, the ordinance is in the Law Department and will next be introduced to City Council for a vote.

The coalition is also working to get the Detroit Non-motorized Master Plan implemented. The document was passed by City Council and calls for 400 miles of bike lanes in the city.

Next year will see the beginning stages of a north-south greenway connecting Cass Tech High School to the Fisher Building, converting Second Ave. and Third St. into two-way streets with bike lanes.

Scott and others are working to make the city more bike-friendly in a variety of ways. Valuable online resources are making bike riding easier and safer -- Google Maps shows Detroit bike routes, and two informational Wikipedia pages, Cycling in Detroit and Trails in Detroit, are frequently updated.

Scott said there is sometimes concern that people will not take advantage of the projects Michigan Trails and Greenways has implemented, but anecdotal evidence (for example, the often crowded revamped Riverfront) and community information show how much the greenways are impacting the lives of Detroiters.

While the Motor City's automobile heritage is often celebrated, Scott reminds people not to overlook the long legacy of cycling in Detroit. Biking advocates went on to become the founders of the auto industry, from the Dodge brothers, who first made bicycles, to Henry Ford, whose first car, the Quadricycle, was made using bike parts.

And motorists have been amenable to the recent greenways changes -- Scott said that bike riders in Southwest have been surprised at how well drivers share the road and adhere to the new traffic rules for bike lanes.

And biking seems to be making a comeback. "We've seen a tremendous uptick in people out walking and biking," Scott said. "We really just want to see more and more folks choosing to walk and bike and building a healthier, more sustainable, more green community."

Japanese retail sales decreased by 2.3% to JPY10.94tn ($140.6bn) year-on-year in November, according to the Ministry of Economy, Trade and Industry.

On a monthly basis, retail sales fell by 2.1% in November after an increase of 1.4% in October and fall of 1.4% in September.

Year-on-year, sales from large-scale retailers slipped 2.5% to JPY1.637tn ($21.03bn) after falling 1.4% in the previous month.

Commercial sales lost 2.5% on year to JPY41.703tn ($535.96bn). Wholesale sales fell an annual 2.6% to JPY30.762tn ($395.35bn).

Standard Life hires president, CEO of Canada

Standard Life, a UK based provider of long term savings and investments solutions, has appointed Charles Guay as president and CEO of Standard Life Canada.

In his role, Guay will be based at the group's Canadian head office in Montreal.

Guay will replace Joseph Iannicelli who intends to leave Standard Life in May 2011, and will begin as CEO with effect from 1 February 2012, followed by Iannicelli's departure on 14 February 2012.

Guay joins Standard Life from National Bank of Canada where he is currently Senior Vice President, Strategies, Marketing and Investment Solutions, Wealth Management; and President and Chief Executive Officer, National Bank Securities.

Standard Life CEO David Nish said that Canada is a very important market for Standard Life and our business is performing well.

?Our country's continuing reliance on fossil fuels has forced our government to maintain complicated political and military relationships with unstable governments in the Middle East, and has also exposed our coastlines and our citizens to the associated hazards of offshore drilling,? It also notes that hydrogen fuels cells could be smaller and lighter than batteries, while still powering mobile computers for longer.

?Such fuel cells and associated fuels can potentially achieve high volumetric and gravimetric energy densities, which can potentially enable continued operation of portable electronic devices for days or even weeks without refuelling,? Apple said.

The two patents, ?Fuel Cell System to Power a Portable Computing Device? and ?Fuel Cell System Coupled to a Portable Computing Device? not the first signs that Apple is working to replace battery technology. In October a further pair of patent applications detailed ways of squeezing more power from lighter hydrogen fuel cells.

Battery technology has long been viewed as a bottleneck in the smartphone industry, leading microchip developers to focus on developing processors with lower power consumption.

Back in campaign mode, presidential hopefuls focus

(AP) ? Republicans in search of their party's presidential nomination are returning to campaign mode after a brief Christmas respite, with Rick Santorum planning a hunting trip with conservatives in Iowa and Mitt Romney phoning supporters.

With just a week until Iowa holds its leadoff caucuses and many still undecided, the final push ahead of the Jan. 3 contests was heading into a critical time. Campaigns planned new television ads and phone calls to persuade holdout caucusgoers still weighing their options.

Romney, who kept this state at arm's length for most of the year, seemed to increase his efforts in Iowa as polls found him in a stronger position. He planned to talk with supporters in a series of telephone calls here and to New Hampshire and Florida on Monday between working on a speech that aides described as his final pitch to Iowans. Romney planned to deliver that speech Tuesday evening and then set out on a bus tour of Iowa.

However, he was to share the highways with Rep. Michele Bachmann, Texas Gov. Rick Perry and former House Speaker Newt Gingrich. All scheduled bus tours to start then, too.

Each is running out of time and looking to derail Rep. Ron Paul, the Texas congressman who seems to have the most sophisticated network of volunteers ready to organize ahead of the caucuses. Paul was to return to Iowa this week to meet with supporters he has kept in touch with since his unsuccessful run in 2008.

Others, too, were ready to turn on their own political machines and had fresh ads ready to air.

Gingrich, who last week criticized the negative tone of the campaign, was ready to directly challenge Romney on the economy, an issue Romney has made central to his campaign. Gingrich's standing in public and private polls has slipped as he faced unrelenting criticism from the candidates and their allies.

Gingrich was expected to use clips from Romney's previous campaigns distancing himself from President Ronald Reagan and pitch Gingrich's economic plan as "Reaganomics 2.0." Gingrich also was expected to compare Romney's tax plan with his own.

Santorum, meanwhile, planned to announce support from another wave of Iowa conservatives. He scheduled a pheasant hunting trip in Adel for Monday afternoon. While he trails in polls and has not spent significant money on ads, Santorum is hoping his nonstop courtship of Iowans yields a late surge. He visited all 99 of Iowa's counties during the summer ? an accomplishment Bachmann has feverishly tried to replicate.

Bachmann, a congresswoman from Minnesota, last week darted through small towns, reminding voters that Santorum lost his 2006 re-election bid in a blowout and that Paul's foreign policy views were outside the party's orthodoxy. Looking to recapture voters' interest, her plan was to return to hand-to-hand campaigning on Tuesday.

Perry, too, was looking to keep up his message: his rivals are insiders unable to change Washington. He planned to return to his tour bus on Tuesday.

Meanwhile, former Utah Gov. Jon Huntsman kept his focus on New Hampshire. Early in the campaign, he said he would not compete in Iowa and instead make his start in New Hampshire, which comes second on the nominating calendar.

New S Korea coach less than thrilled about new job

SEOUL - There were no mentions of dreams fulfilled or patriotic honour when Choi Kang-hee reluctantly accepted the job as South Korea's new national team coach.

Rarely has a man entrusted with such a position looked less excited to be given the chance to lead his country to the World Cup. In his first press conference in his new role today, Choi looked like he had been dragged into the hot seat.

He was content coaching Jeonbuk Motors in the mid-sized provincial city of Jeonju in Korea's rural southwest, but now the taciturn tactician is charged with the task of leading an expectant nation to Brazil in 2014 and an eighth successive appearance on the global stage.

Choi, 52, was the longest serving club coach in the domestic K-league, and since 2005 had slowly turned Jeonbuk into the best team in the country and one of the best in Asia. The former international player led the Motors to the 2006 Asian Champions League title and the final of the 2011 version, when the team dominated the match against Al Sadd of Qatar only to lose after a penalty shootout.

Four days after Choi lifted the K-League trophy for the second time with the club on Dec 4, the Korea Football Association fired Cho Kwang-rae in the wake of a shocking 2-1 defeat away to Lebanon.

Even before Cho's dismissal, the KFA contacted Choi to offer him the job. He refused, the first of a number of times he turned down advances from the association.

"Even a week ago, I didn't even think one per cent that I would be here," said Choi. "I had promised the fans and players of Jeonbuk that I would sign a new contract with the club. I changed my mind as I felt the national team is in a serious crisis."

Choi had earlier left a lengthy message on Jeonbuk's home page promising fans that it was not a goodbye but a see-you-later and was at pains to point out that he was not a long-term appointment.

"My contract will be until June 2013, and then I hope to return to my club," he said. "For the sake of the national team, Korea should find an experienced foreign manager."

Choi's words contradicted those of KFA executive director Kim Jin-kook who earlier told reporters that if the new coach took the team through qualification, he would stay on for another year.

The decision to appoint the reluctant Choi was described by sections of the local media as yet another example of the powerful national association riding roughshod over the domestic league.

    Kim Jong Il body displayed, NKorea media hail son (AP)

    PYONGYANG, North Korea ? The body of North Korea's long-time ruler Kim Jong Il was laid out in a memorial palace Tuesday as weeping mourners filled public plazas and state media fed a budding personality cult around his third son, hailing him as "born of heaven."

    Indicating the leadership transition in the world's only communist dynasty is on track, Kim Jong Un ? Kim's youngest known son and successor ? visited the body with top military and Workers' Party officials and held what state media called a "solemn ceremony" in the capital, Pyongyang, as the country mourned.

    The Korean people were in "deep sorrow at the loss of the benevolent father of our nation," Ri Ho Il, a lecturer at the Korean Revolutionary History Museum, told The Associated Press in Pyongyang.

    "He defended our people's happiness, carrying on his forced march both night and day," Ri said.

    Still images aired on state TV showed that the glass coffin holding Kim's body was surrounded by his namesake flowers ? red "kimjongilia" blossoms. He was covered with a red blanket, his head placed on a white pillow.

    The coffin was presented in a room of the Kumsusan Memorial Palace, a mausoleum where the embalmed body of his father ? national founder Kim Il Sung ? has been on display in a glass sarcophagus since his death in 1994.

    Kim Jong Un entered the room to view his father as solemn music played, state media said. He observed a moment of silence, and then circled the bier, followed by other officials.

    Kim Jong Il died of a massive heart attack on Saturday caused by overwork and stress, according to the North's media. He was 69 ? though some experts question the official accounts of his birth date and location.

    Although there were no signs of unrest or discord in Pyongyang's somber streets, Kim's death and the possibility of a power struggle in a country pursuing nuclear weapons and known for its secrecy and unpredictability have heightened tensions in the region.

    With the country in an 11-day period of official mourning, flags were flown at half-staff at all military units, factories, businesses, farms and public buildings. The streets of Pyongyang were quiet, but throngs of people gathered at landmarks honoring Kim, AP video footage from Pyongyang showed.

    The state funeral is to be held at the Kamsusan Memorial Palace on Dec. 28.

    North Korean officials say they will not invite foreign delegations and will allow no entertainment during the mourning period.

    North Korean state media have given clear indications that Kim Jong Un will succeed his father.

    Since Kim's death they have stepped up their lavish praise of the son, indicating an effort to strengthen a cult of personality around him similar to that of his father and ? much more strongly ? of Kim Il Sung.

    The Korean Central News Agency on Tuesday described Kim Jong Un as "a great person born of heaven," a propaganda term previously used only for his father and grandfather. The Rodong Sinmun, the newspaper of the ruling Workers' Party, added in an editorial that Kim Jong Un is "the spiritual pillar and the lighthouse of hope" for the military and the people.

    It described the twenty-something Kim as "born of Mount Paektu," one of Korea's most cherished sites and Kim Jong Il's official birthplace. On Monday, the North said in a dispatch that the people and the military "have pledged to uphold the leadership of comrade Kim Jong Un" and called him a "great successor" of the country's revolutionary philosophy of juche, or self reliance.

    Young Koreans, the North reported, "are burning with the faith and will to remain loyal to Kim Jong Un."

    "Under the leadership of Kim Jong Un, we youths will creditably take over the baton of revolution and successfully accomplish the revolutionary cause of juche pioneered by President Kim Il Sung and led to victory by Kim Jong Il," Kan Ok Ryon, 26, was quoted by the Korean Central News Agency as saying.

    But concerns remain over whether the transition will be a smooth one.

    Soon after the death was announced Monday, President Barack Obama agreed by phone with South Korean President Lee Myung-bak to closely monitor developments. Japan's government also said it was being vigilant for any "unexpected developments."

    South Korea's military was put on high alert, and experts warned that the next few days could be a crucial turning point for the North, which though impoverished by economic mismanagement and repeated famine, has a relatively well-supported, 1.2 million-strong armed forces.

    South Korea offered condolences to the North Korean people, but the government said no official delegation will be traveling from Seoul to Pyongyang to pay their respects.

    Kim's death could set back efforts by the United States and others to get Pyongyang to abandon its nuclear weapons ambitions. Concerns are also high that Kim Jong Un ? being young and largely untested ? may feel he needs to prove himself by precipitating a crisis or displaying his swagger on the international stage.

    Kim Jong Il was in power for 17 years after the death of his father, and was groomed for power years before that. Kim Jong Un only emerged as the likely heir over the past year.

    North Korea conducted at least one short-range missile test Monday, South Korean officials said. But they saw it as a routine drill.

    "The sudden death of Kim Jong Il has plunged the isolated state of North Korea into a period of major uncertainty. There are real concerns that heir-apparent Kim Jong Un has not had sufficient time to form the necessary alliances in the country to consolidate his future as leader of the country," said Sarah McDowall, a senior analyst with U.S.-based consultants IHS.

    Some analysts, however, said Kim's death was unlikely to plunge the country into chaos because it already was preparing for a transition. Kim Jong Il indicated a year ago that Kim Jong Un would be his successor, putting him in high-ranking posts.

    South Korea's president urged his people to remain calm while his Cabinet and the Parliament convened emergency meetings Tuesday. Unification Minister Yu Woo-ik said his government is refraining from moves that may exasperate North Korea.

    Time short for S&P to end 2011 higher (Reuters)

    NEW YORK (Reuters) ? With two weeks left in the trading year, the euro zone debt crisis will remain the primary impediment to pushing the S&P 500 index into positive territory for 2011.

    Uncertainty over progress in the region, along with the potential for credit rating downgrades on euro zone countries, have kept investors on edge and market volatility high.

    Even with a fairly busy U.S. economic calendar, which includes a batch of data on the housing market, the final reading on gross domestic product and durable goods orders, markets will focus on developments from Europe.

    "What everybody is going to look at is the same thing they've been looking at -- every time a German official opens their mouth we get crushed," said Paul Mendelsohn, chief investment strategist at Windham Financial Services in Charlotte, Vermont.

    "I'm keeping my fingers crossed that Santa Claus is out there. But we've got to see something."

    The benchmark S&P 500 index (.SPX)(.INX) is down about 3 percent for the year and would need to climb above 1,257.64 in order to end higher for the year.

    A rally by stocks on Friday fizzled, and the market ended with only modest gains after the latest credit warning about possible downgrades of European nations. For the week, the Dow fell 2.7 percent, the S&P lost 2.9 percent and the Nasdaq was down 3.5 percent.

    Italy's prime minister urged European policymakers on Friday to beware of dividing the continent in the effort to contain the debt crisis, warning against a "short-term hunger for rigor" in some countries, in a swipe at Germany.

    Stocks have been whipsawed as investors weigh the threat from the euro zone crisis against modest improvement in U.S. economic data and stocks that many regard as cheap.

    "There do appear to be some improving economic indicators domestically, but it's hard to see how they win the day if Europe continues to be a big concern. It's not like the valuations are at such bargain-basement prices that it becomes a one-way bet," said Stephen Massocca, managing director at Wedbush Morgan in San Francisco.

    As volumes begin to dry up and market moves become more exaggerated during the holiday period, the volatility may help lift the stock market into the plus column.

    CHANCE OF RALLY

    "Can you see an upside rally? Certainly, because you are going to have some asset managers in the end who are going to try and just push it so the market ends at the very least flat on the year, if not higher," said Ken Polcari, managing director at ICAP Equities in New York.

    "If there is going to be a rally at all, it will happen on light volume because there will be fewer and fewer participants. When there is less volume, you do have the ability to have those exaggerated moves, but people will take advantage of that."

    Volatility in individual shares could also be affected by corporate earnings preannouncements. There have been 97 negative earnings preannouncements issued by S&P 500 corporations for the fourth quarter, compared to 26 positive preannouncements, resulting in a negative-to-positive ratio of 3.7. That's the highest in 10 years, according to Thomson Reuters data.

    Companies that have provided outlooks in recent weeks include DuPont (DD.N), Intel Corp (INTC.O), United Technologies Corp (UTX.N) and Texas Instruments Inc (TXN.N).

    Unexpected management shakeups could also be on the horizon and increase the tumult in stocks. Both Cablevision Systems Corp (CVC.N) and the New York Times Co (NYT.N) saw high-level executives suddenly leave their posts.

    But stock movements next week will ultimately be dictated by actions taken in Europe, with the light volume exacerbating market swings.

    "The only thing that is going to be of any interest is certainly the continuing headlines on Europe, whether or not they come any closer to what looks like a potential agreement," said Polcari.

    "You may get a little bit of a push to the 1,250 to 1,270 range, but much beyond that I don't see why it would go any higher unless you get some explosive announcement out of Europe."

    Washington State Targets Changes to Renewable Energy (ContributorNetwork)

    With a 2012 Washington state renewable energy deadline looming, the Gov. Chris Gregoire is looking at changes to an initiative that will expand the definition of what clean energy is, reported the Associated Press on December 14. Here are some of the details of the initiative and the problems that may cause changes to it.

    * Initiative 937 will incrementally ramp up the amount of power that the state's large utilities are required to get through renewable sources including wind, solar, geothermal and certain woody biomass by 2020. For 17 of the state's utility providers, 3 percent of that power must come from renewable energy beginning in January. All of those utilities appear to be able to meet January's requirement.

    * About two-thirds of the state's energy already comes from clean hydropower, the Associated Press reported. However, existing hydropower isn't eligible for meeting the renewable requirements under I-937 because the initiative was aimed at spurring new energy activity.

    * Some utility providers in Washington state are now seeing an oversupply in renewable energy. According to a recent article in The Columbian, Bonneville Power Administration (BPA) officials said that energy oversupply will continue to be caused in springtime in Clark County by the expanding wind energy farms in the Columbia River Gorge reaching their peak production at the same time that abundant snowpack reaches the hydroelectric generating facilities.

    * When there is an energy oversupply, BPA is forced to order some of the wind turbines to be shut down, angering owners of the turbines who are hoping to see good returns on their green energy investment. BPA reported that it would be considering solutions that would prevent the wind generators from being fairly impacted by oversupply shutdowns.

    * Gov. Chris Gregoire would like to recognize some incremental hydropower and biomass improvements in the fulfillment of the energy standard so as to lure business wanting to provide such energy to the state. She also would like to consider delaying requirements for smaller utilities, the Associated Press reported.

    * According to information in the Database of State Incentives for Renewables & Efficiency (DSIRE), Washington became the second state in the nation, after Colorado, to pass a renewable energy standard by ballot initiative. As the law stands, although there are some exemptions, a utility's failure to meet the energy conservation or renewable energy targets will result in an administrative penalty of $50/MWh, paid to the state of Washington.

    SEC sues former top Fannie, Freddie executives (Reuters)

    NEW YORK (Reuters) ? Six former top executives at Fannie Mae and Freddie Mac were sued by U.S. regulators on charges of misleading investors about the mortgage finance companies' exposure to risky home loans in the run-up to the 2008 financial crisis.

    The U.S. Securities and Exchange Commission brought civil fraud charges on Friday against former Fannie Mae CEO Daniel Mudd, former Freddie Mac CEO Richard Syron and four other one-time high-level executives.

    Mudd, now chief executive of Fortress Investment Group, and Syron left the mortgage finance companies after they were taken over by the government in 2008 as mortgage losses spiraled. The two firms have been propped up by $169 billion in federal aid since they were seized.

    The SEC is seeking to bar the defendants from serving as officers or directors of public companies, among other penalties.

    Fortress, one of the few publicly traded hedge fund and private equity companies, said it would review "the matters addressed in the complaint" but noted that the lawsuit concerned Mudd's previous job at Fannie Mae.

    An attorney for Syron said the SEC case was "without merit" and relied on a mistaken approach in examining the mortgage giant's disclosures, and said the firm had appropriately disclosed the amount of risk underlying its loans.

    "Simply stated, there was no shortage of meaningful disclosures, all of which permitted the reader to asses the degree of risk in Freddie Mac's guaranteed portfolio. The SEC's theory and approach are fatally flawed," attorney Thomas Green said.

    The other defendants include former Fannie Mae Chief Risk Officer Enrico Dallavecchia, who later became chief risk officer at PNC Financial Services. PNC spokesman Frederick Solomon said Dallavecchia stepped down from his PNC post on Friday and was on administrative leave.

    Since Fannie Mae and Freddie Mac nearly went bust, the congressionally chartered firms have repeatedly come under fire in the race for the U.S. Republican presidential nomination. The candidates say the mortgage firms are partly to blame for the foreclosure and housing crisis.

    Republican front-runner Newt Gingrich has been harshly criticized by some of his opponents for accepting up to $1.6 million as a consultant to Freddie Mac from 1999 until 2008. Gingrich says he was not a lobbyist but was paid for "strategic advice."

    The SEC said on Friday that Fannie Mae and Freddie Mac will cooperate with the agency in its lawsuits and have agreed to admit responsibility for the alleged misconduct, without acknowledging or denying liability.

    The firms have also entered into non-prosecution agreements with the agency, the SEC said.

    MORTGAGE RISKS

    In court papers filed in U.S. District Court in Manhattan, the SEC said Mudd, Syron and others approved false statements to investors. The six defendants made it appear that their companies had far less exposure to risky mortgages in their loan portfolios than in fact existed, the SEC contends.

    Attorneys for Mudd and Dallavecchia did not immediately respond to requests for comment.

    In one episode in 2006, the SEC said, Syron said on an earnings conference call that "we, as you know, weren't really involved in underwriting much of that business, any of that business, directly," referring to the subprime loan market.

    That statement, the SEC said, was "materially false and misleading," because at around that time Freddie Mac's single-family credit guarantee portfolio contained $141 billion worth of subprime loans, 10 percent of its total.

    The SEC also charged Thomas Lund, a former executive vice president at Fannie Mae. His lawyer, Michael Levy, said his client "did not mislead anyone."

    Former Freddie Mac executives Patricia Cook and Donald Bisenius were also charged. Their lawyers did not immediately respond to a request for comment.

    The cases come as U.S. lawmakers are turning their attention to tackling the future of the nation's housing finance system. Republicans and Democrats largely agree that Fannie Mae and Freddie Mac eventually need to be shut down. Both companies were chartered by Congress to foster a liquid mortgage market.

    MATERIALLY FALSE AND MISLEADING

    The SEC is asking the court to order the six defendants to pay back alleged illegal profits. The documents did not specify what amount the SEC would be seeking.

    "The companies adopted very broad definitions of subprime, leaving reasonable investors to conclude that what was disclosed in their filings was the entirety of their subprime exposure," Robert Khuzami, director of the SEC's enforcement division, said at a news conference.

    "Investors were robbed of the opportunity to make informed investor choices," he said.

    In the Fannie Mae complaint, the SEC said the executives made misleading statements between December 2006 and August 2008. In the Freddie Mac case, the regulator said the alleged wrongdoing took place between March 2007 and August 2008.

    Fannie Mae and Freddie Mac buy loans from lenders and repackage them as guaranteed securities for sale to investors.

    Freddie Mac, in a statement, said it had reached an agreement with the SEC but did not comment on the charges against its former executives. A Fannie Mae representative did not immediately respond to calls seeking comment.

    The cases are SEC v. Daniel Mudd et al., No. 11-9202 and SEC v. Syron et. al No. 11-9201, U.S. District Court for the Southern District of New York.

    Lindsay Lohan misses flight and 'Ellen' taping

    Lindsay Lohan, who was scheduled to return from her hit -and- miss Hawaiian vacation Tuesday, missed her flight back to Los Angeles that would have had her back in town in time for a scheduled taping of "The Ellen DeGeneres Show."

    But more importantly, Lohan's due in court bright and early Wednesday. She doesn't need a passport to get back to the mainland, so what can the problem be ? and will it keep her from her date with Judge Stephanie Sautner?!

    "Lindsay had a travel-related issue arise that took a few hours to sort out," rep Steve Honig tells E! News. "It has been resolved and she will be back in Los Angeles in time for her court appearance."

    A source also tells us that Lohan is already in the air and will be touching down at LAX in a few hours.

    The community-servicing actress is due in court Wednesday at 9:30 a.m. for another checkup as to how she's been handling the terms of her probation.

    Sautner ordered her to complete at least 12 days of work at the L.A. County morgue by her hearing date ? and Lohan's done that, so we're not expecting too much tap-dancing on the part of Playboy's latest cover girl.

    Congress leaders hope deal near on gov't shutdown (AP)

    WASHINGTON ? Senate and House leaders are expressing optimism that a bipartisan deal may be near that can avert a government shutdown.

    House Speaker John Boehner told reporters Thursday there is no need to close the government.

    Earlier, Senate Majority Leader Harry Reid said he and the chamber's top Republican, Minority Leader Mitch McConnell, have held talks to resolve remaining disputes over extending the Social Security payroll tax, renewing jobless benefits and heading off a shutdown.

    Boehner applauded Reid's remarks and said "everybody needs to step back and take a deep breath" ? and strike a deal.
